North China University of Water Resources and Hydropower is a university jointly built by the Ministry of Water Resources and Henan Province, mainly managed by Henan Province. The school originated from the Water Conservancy School of the Ministry of Water Resources of the Central People's Government, which was founded in Beijing in 1951. In 1990, it moved to Zhengzhou City, Henan Province to run a school. In 2000, it was transferred from the Ministry of Water Resources to Henan Province for management, and implemented the joint construction of the province and the ministry. In 2009, the Ministry of Water Resources and Henan Provincial Government signed a strategic agreement to jointly build North China Institute of Water Resources and Hydropower. In 2013, it was renamed as North China University of Water Resources and Hydropower.

In January 2018, with the approval of the Ministry of Education of the People's Republic of China, North China University of Water Resources and Hydropower and the Russian Federal University of Urals jointly established the Ural College of North China University of Water Resources and Hydropower under the "BRICS Network University" system, which was officially established in May 2018. Ural College is among the first to set up disciplines such as water supply and drainage science and engineering, energy and power engineering, surveying and mapping engineering, architecture, architecture, etc.
